Introduction
The Headquarters of ASO is based at N.M.B. Wharf, Karachi. The main function of this branch is to curb, the activities of smuggling of all commodities including Gold, Silver, Liquor, Currency and all other contraband goods coming into or going out of the country through sea, air or land routes. This branch of Customs along with its component parts like Rummaging, Drug Enforcement Cell and Special Checking Squad has put special emphasis on the prevention of smuggling of Narcotics out of the country as well as safe-guarding the Government exchequer by way of checking the in-flow of other imported commodities by illegal means.

Functional Jurisdiction
The staff posted in ASO has to carry out routine Sea, Coastal and Land patrolling and surveillance of the area in order to create deterrence impact on the people involved in the smuggling of contraband goods. Extensive patrolling of all the areas is also undertaken round the clock whenever there is an information with regard to smuggling of contraband goods including drugs specially through launches & small boats.This organization is headed by a Superintendent Preventive Service who is under the direct control of Assistant/Deputy Collector of Customs, Preventive Headquarters. The section is divided into following sectors.
  • Eastern Sector
  • Western Sector
  • Central Sector
  • High Sea & Harbor (Southern Sector)
  • Marine Section
These sectors/sections have jurisdiction for the purpose of patrolling, intelligence & operational activities which are detailed as: 
  1. Sea
  2. Korangi, Phitti Creek, Manora to Churna Island beside High Sea upto Sir Creek bordering India in East and up to Jewani bordering Iran in the west of Pakistan.
  3. Coastal Area

  4. Coastal line touching Marina Club, Clifton, Qayyumabad, Bhitai Colony, Korangi, Gizri upto Rehri in Eastern Side and Coastal line touching Hawksbay, Mubarak Village upto Hub River Road in Western side. Coastal line touching up to Sir Creek in Eastern Side, and to Coastal Line up to Makran Division.
  5. Land
National Highway, upto Thatta (Civil Division) in East and upto Civil District of Lasbella in the province of Baluchistan, besides Karachi Division including Karachi Sea Port, the civil and airforce bases at Karachi.

Ibrahim Hydri Check Post

Ibrahim Hydri Check Post was established under section 12 of the Sea Customs Act 1878 vide Government of India CBR Notification No. 39-Cus Dated the 12th June 1937. Ibrahim Hydri is a sub-post of Anti-smuggling Organization and also a controlling office at Eastern Sector. Ibrahim Hydri has been declared to be a port for carrying on of coasting trade with only the Customs ports within the former province of Sindh. (C.B.R. Notification No.39 of 12th June 1937). This sub-check post has further been notified under clause "D" of Section 9 of the Customs Act 1969 vide SRO No. 103(1)/83 dated 12.02.1983.The Sub-Check Post of Anti-Smuggling Organization (Preventive) is being supervised by an Inspector Preventive Service working under the administrative control of Superintendent Preventive Service, Anti-Smuggling Organization. One Preventive Officer and two Sepoys/Peons are posted at this Check Post for round the clock shifts. The Preventive Officer is designated as Incharge of this beat and is responsible for the general administration of the port and shall exercise all the power conferred upon him under the Customs Act, 1969.In order to safeguard the Customs interests, along the coast, one launch with full crew is stationed at Ibrahim Hydri. One Preventive Officer and an adequate number of Sepoys are posted on this launch for the purpose of patrolling the creeks. This patrol operates from Korangi Creek in the north to the creeks joining the land Custom Station of Keti Bunder jurisdiction in South and other creeks in the vicinity of Ibrahim Hydri. 

Limits of Ibrahim Hydri

Situated on the North Shore of the Korangi Creek, bounded on the North by a low range of hills lining the shore East to West South by Korangi Creek, East by Korangi Creek and low range of hills and mangrove bushes and west by the Korangi creek, a low range of hills and mangrove bushes and the village of Waghudur. (G.I.Notification 3782, dated 21.07.1880)The Eastern Sector consist of the following Jurisdictions:
Sea
Korangi, Phitti Creek Pakistan Customs waters upto Sir Creek bordering India
Land The Civil Division of Karachi and Thatta. 
Operational Functions
The Customs staff posted there carry out routine Sea, Coastal and Land patrolling and surveillance of the area. The patrolling activities are further re-enforced by deputing more staff from Headquarters for the patrolling purpose in case of some specific information. The fishing launches leaving Ibrahim Hydri for the purpose of fishing are also monitored by the staff of Ibrahim Hydri check post and the port clearance to this effect is granted to them as well.

(Floating Customs Check Post
in the Karachi Harbor)
 
(NOTIFICATION NO.C.141/61, DATED 27.03.1961)In exercise of the powers conferred by Section 17 of the Sea Custom Act, 1878 (VIII of 1878), the Collector of Custom, Karachi, hereby, appoint a floating Customs Check Post viz., "C.P.GUARDIAN" vide notification C.No. 141/61 dated 27-03.1961 re-validated on 24.05.1982 vide SRO No. 26(KE)/82 Custom House File C.No. MIB-32/82 under Custom Act, 1969, to be stationed to the East of the main navigational channel, low Harbour, opposite Keamari Groyne and Manora in the horbour of Karachi port and notify that all Tindals, Captains or person Incharge of country crafts and launches engaged in fishing in and around the territorial water of Karachi while arriving at, or leaving the port, shall bring the said Craft or launch abreast the said floating check post for the boarding of an officer of Customs, for his examination of arrival or departure papers and cargo, and obtaining such information as may be necessary. The said craft or launch shall not depart, unless so ordered by the Officer of Customs Incharge of the said check post.

Functions of the C.P.Guardian
    1. The Preventive Officer on duty at C. P. Guardian shall see that the fishing crafts on departure from and arrival in the harbor call at the Check Post.
    2. He shall check all the relevant papers pertaining to the authority and purpose of movement of the country crafts and launches.
    3. In cases of suspicion he is required to examine and search the vessel for contraband goods.
    4. The Officer on duty shall make entry of every such in-coming and out-going craft or launch in the register maintained for the purpose and shall also sign or endorse the authority of movements in token of having examined such craft or launch. He shall not delay or detain any launch or craft without sound reasons which will be recorded on the movement register.
    5. In cases of reasonable suspicion the officer on duty at "C. P. Guardian", in addition to searching the craft or launch, should also inform the officer on duty at New Fish Harbor in writing for conducting the thorough search. Suspected crafts or launch shall be escorted by the Harbor Patrol Officer to the New Fish Harbor.
Up-keeping of Record pertaining to entries of departing/arriving boats and launches shall be maintained in proper form as indicated below:

New Fish Harbor Check Post
A Custom Preventive Check Post at the Southern end of the Karachi Fish Harbor and an office in the main building was established under section 11 clauses "C" & "D" of the Sea Custom Act, 1878 vide SRO No.620(K)/61 dated 07.06.1961.Arrangements regarding the posting of Preventive Staff and clearance of departing and returning fishing crafts and launches were made at the Karachi Fish Harbor at West Wharf. Limits of the check post were defined in the notification as bonded on the North by Puhi Creek back waters, on the South by the KPT plot, on the East by the KPT land and Mauripur Railway siding and on the West by Puhi Creek back waters. This Check Post has been re-validated by a notification under section 219 of the Custom Act, 1969 vide SRO No. 133(1)/83 dated 12.02.1983, read with item 23 of the 3rd
Schedule to the said Act.

Functional Jurisdiction:
One Preventive Officer and one Sepoy/Peon are posted round the clock (in the usual three shifts) in the office in the New Fish Harbor main building. This officer shall be Incharge of the beat and apart from maintaining register and record as indicated hereinafter, he shall be responsible for general supervision over the entire area and shall pay visits to all places under his jurisdiction to sea that every thing is in order.One Preventive Officer and two Sepoys / Peon shall also be posted at the Customs Preventive Check Post. The officer shall be responsible for the examination of the crew, cargo, rummage and clearance of all the crafts and launches.One Sepoy/Peon will be posted to guard an out-let at the farther end of the Harbor off a small bay which shall be used for the turning of the craft and launches.The Tindals of all fishing crafts and launches intending to depart shall fist report to the Preventive Officer in the office and who shall obtain a declaration in duplicate in the relevant performa and enter the particulars in a Register to be maintained in the Specified format. He shall a serial number to each entry of these declarations. He shall then forward both the copies of this declaration to the officer at the Check Post who shall examine the crew, cargo (if any) and, if necessary, rummage the vessel and then (if in order), clear the fishing craft or launch by signing the declaration (left hand portion). He shall give the original copy of the Declaration to the Tindal for his reference in case of further check on the sea and return the duplicate copy to the Preventive Officer in the office for his record.The Tindals of the returning fishing crafts and launches shall report to the officer at the check post first and deliver after completing the right hand portion of the original copy of the declaration granted to him at the time of departure. The Officer will examine the crew, cargo and rummage the craft launch and allow clearance. He will then return the Declaration to the office in the main office to complete the relevant entry in the register. The return entry should be made against the out ward entry to account for the correct movement of the craft/launch.

Marine Section

The Marine Section of Preventive Collectorate is an important section. It played a pivotal role in the past and has major contribution in terms of remarkable seizures based on the operations in the sea and along coastal line carried out through boats/launches. At present the organization have a fleet of boats/launches of various types and sizes in the marine section. Administrative Control of this section has been vested in the functional jurisdiction of SPS/ASO Hqrs. However, some times in the past this section had been controlled by SPS/DEC as well. Basically SPO Incharge Marine is responsible to maintain record regarding launches/boat and Marine staff. Headquarters of this section are situated at NMB Wharf.

Functions:

The main function of the Incharge of this section is to keep all the crafts and crew tidy and neat, He will keep the necessary record of all the stores available and consumed by each craft. He will be responsible for submitting indents for such stores and maintain a record of the movements, repairs and renovations executed and needed by the crafts under his charge.When any customs launch/boat is due to proceed on a voyage out side the harbor, the Incharge Marine section shall depute the Senior Launch Driver to test all parts and if favorably reported, issue a certificate to the effect that the launch/boat is in a fit condition to undertake the journey.Human Resource Department of Marine Section has a handsome strength of skilled professionals at its pool, such as Master Marine, M.L. Drivers, Head Tindals, Seacunny, etc.
