Q.4.How can I participate
in Auction?
Ans. There are two modes of
participating in Auction Through
open public bidding; or By offering
a sealed tender before start
of bidding, which should specify
the lot number, bid offered
and should be accompanied by
a Pay Order or Demand Draft
of 25% of the bid amount in
the name of Collector of Customs.
Q.5. What and when payment
are to be made if I am the highest
bidder?
Ans. Earnest money amounting
to 25% of the bid offered will
be deposited immediately after
the fall of third hammer. If
the bid is accepted by the department,
the rest of the amount will
be deposited within 07 days
of the acceptance of bid.
Q.6. What are the acceptable
modes of payment?
Ans. The amount is to be deposited
through a Pay Order or Demand
Draft or by cash in the designated
branch of National Bank of Pakistan.
Q.7. Where and in what account
payment is deposited.
Ans. The amount will be deposited
in the account of Collector
of Customs in the designated
branch of National Bank of Pakistan.
Q.8. How much time does department
normally takes in deciding the
acceptance or rejection of the
bid
Ans. The department is bound
to decide on a bid within ten
(10) days of the date of Auction.
Q.9. What if I fail to pay
the earnest money in time?
Ans. The department has option
to consider the second highest
bid, or the do re-bidding. Your
bid will not be considered without
depositing the earnest money.
However, the department has
right to ban your participation
from Auction if it is proved
that you gave a fake bid.
Q.10. I have paid the earnest
money and my bid has been accepted.
I failed to pay the remaining
amount of the bid in time. What
should I do?
Ans. You may request the department
to extend the time. If the time
is not extended and bidder fails
to deposit the due amount, his
earnest money will be forfeited
by the department.
Q.11. Can I withdraw from
my bid when I have already paid
earnest money?
Ans. No, you cannot withdraw
from the bid. However, if department
does not make any decision within
10 days, the higher bidder will
have right to withdraw.
Q.12. What will happen if
the quantity of goods found
at the time of loading/delivery
is found lesser or excess than
the quantity announced at the
time of Auction
Ans. If Auction was carried
out on weight basis, not on
lot basis, bidder will be refunded
the amount in case of short
weight, and will be liable to
pay the additional amount in
case of excess weight.
Q.13. If my bid is not accepted
how can I get earnest money
refunded and how much time does
it take
Ans. Earnest money will be
refunded immediately.
Q.14. I have paid the gross
amount of bid. Have I to pay
any other charges before getting
delivery of goods
Ans. Yes, you will have to
pay Withholding Tax 03% of the
value of bid.
Q.15. How can I get sales
tax input adjustment on the
purchases made from Customs
Auction?
Ans. The delivery order issued
by the Customs department will
serve as Invoice and sales tax
input adjustment could be claimed
on its basis.
Q.16. I have been issued delivery
order from Custom. How much
time do I have to take delivery
of goods.
Ans. Delivery Order will be
shown to the Custodian of the
goods (port authorities or bonded
ware house) who will allow delivery
immediately.
Q.17. What are formalities
for taking delivery from port
and from bonded warehouses?
Ans. Delivery of auctioned
lot is supervised by a Custom
officer.
Q.18. Shall I have to pay
port storage charges or warehouse
charges on the goods?
Ans. The bidder has to pay
nothing except the bid amount
and withholding tax 3% of the
bid amount.
